New Jersey's Public Access to Government Records Law (PAGRL, also known as the Open Public Records Act) took effect July 7, with broad implications for all Rutgers employees who receive requests for university records.
The new law grants the right of access to a broad range of public records. This applies to documents made, maintained, kept on file or received in the course of university business, with various exceptions that include certain academic and scholarly records and student records protected under federal law.
Due to the law's complex nature, any request to an employee of the university for public records under this law must be forwarded immediately to Leslie Fehrenbach, the custodian of records, or to James Burkley, academic planning associate. Alternatively, the requestor should be directed to the Office of the University Custodian of Records.
Only the custodian's office is authorized to approve or deny a request for access to public records falling under this law. The university has seven busi ness days to provide records or deny the request once the custodian receives a completed request.
